This seems to be a niche market waiting to be filled. I have been approached a number of times by people wanting a low cost [US$150 or less] device that can produce up to say 5 watts. A colleague has suggested a large market in the area of automatic reading, logging and transmission of water meter data. My inquiries come from rainforest researchers looking for a small continuos source of power for their unattended monitoring sites. Last year, I was contacted by a potential manufacturer in Dubai wanting to gauge market demand. He send me photos of a number of prototypes. These devices required about 2m head to operate and were expected to retail for US$40 to U$80. Product launch was expected during late 2003, however as far as I know, it has not yet eventuated.
