Look like the best bet to regulate it to install a themo circuit in the line. This 
will open if to much power ie... current is consume. Try a themo-resistor.

The reason is that the fuses will be blowing in a continuous basis and in
Nepal those are expensive and hard to get, also, the user will learn to
bypass them, very easily.

One needs to pay attention to the technical capabilities of the user there
and their understanding of the energy use and its capabilities

One way is to use current sensitive solid state fuses that are resetable to
turn a TRIAC OFF for some time, several seconds or minutes.
Another way is to use a Current detector that is rectified and the level is
detected during certain time to trigger the turn off action.

Some body in England developed a power controller, but at the moment I do
not recall the name.
