A good discussion of this is included in the United States Bureau of Reclamation's Engineering Monograph No. 20, "Selecting Hydraulic Reaction Turbines." Have a look at the section on Turbine Performance, especially pages 32 to 34 which cover speed rise and runaway speed. Monograph 20 can be downloaded at: http://www.usbr.gov/pmts/hydraulics_lab/pubs/index.html The Bureau's publications include a lot of very valuable info. They describe some of the most useful hydraulic research ever completed in the United States. Many have been out of print due to budget limitations. I think the Bureau's decision to scan and post these publications on the web is a very valuable service to the engineering community.
