This is getting a bit away from microhydro, but here goes. :-)

The speed rise depends on an interaction of the unit 
(turbine-generator) characteristics and the system hydraulics. A good 
discussion of this is included in the United States Bureau of 
Reclamation's Engineering Monograph No. 20, "Selecting Hydraulic 
Reaction Turbines."  Have a look at the section on Turbine Performance, 
especially pages 32 to 34 which cover speed rise and runaway speed.

The Bureau's publications include a lot of very valuable info.  They 
describe some of the most useful hydraulic research ever completed in 
the United States. Many have been out of print due to budget 
limitations. I think the Bureau's decision to scan and post these 
publications on the web is a very valuable service to the engineering 
community.
