Someone has downloaded 220 documents from the Army Corps of Engineers
and put them on CD-ROM then selling it (for about 10USD including
postage) on ebay. The only hitch is that he only ships in the USA.
Maybe you know someone who can buy it and mail it to you in Uganda.
The list of contents is shown below. I bought it about a year ago for
my son who is about to graduate in Civil Eng.

This CD is completely full of technical information. From the U.S.
Army Corps of Engineers, well over 200 engineering and design manuals
and publications, in Adobe Acrobat format. This collection includes
numerous illustrations, figures and charts. All manuals are current;
and the majority were published after 1990. This is an excellent
source for civil engineering and structural design references.
