We have used the HydroMax controller as well as its predecessor in many
installations over the past 10 years.  I stopped counting once our accumulated
experience with these controllers reached 50 years - it is well past that now
and we've never had a failure. We have used them on all our Banki-crossflow
installations and have also used them at Pelton wheel, Turgo wheel and Aquair UW
propellor turbine sites. The current models allow the input voltage to go well
above the previous 165VDC limit - I think it is now 250VDC, but best check this
out. 

Remember that the HydroMax controller provides linear series regulation as well
as being an efficient DC to DC step down controller.  This allows the turbine to
speed up when full power is not required and can be a problem for turbines that
can't handle prolonged freewheeling (unlikely to be an issue at 23 feet head). 
This can be dealt with for example by using a Trace C40 to drive a dump load and
hence ensure that the HydroMax controller never sees the battery fully charged.
