You are not totally off your rocker, but your idea overlooks some basic laws of
physics. Energy cannot be produced out of thin air. For processes involving
energy transfer, there are losses of energy, where it is not economical or
feasible to recover the lost energy. In the case of a ram pump, about 60 to
70% of the water is "wasted", or spilled, in order to pump the remainder. Your
system would very shortly run out of water.
