I would not call Romania a loser of the cold war. The former captive nations of Eastern Europe have benefited by the collapse of the Warsaw Pact system. Obviously somebody whose prior employment was primarily in the military side of aerospace is going to have a difficult transition, but all your skills are "dual use" - control systems, aerodynamics, turbomachinery... What is more, small defensive guided missiles, both aerodynamically supported and ballistic, are likely to be a growth industry for some years. Fascinating subjects to me, but obviously not to be pursued on this list.
