Let's see:

Inconsistent use of HTTP and Http, displayed links are different from
the actual links, no validation from a verifiable source (CalMessages,
HR web site), unexpected content (how many UCRS members knew an election
was pending?).

Nothing confusing about that at all, especially since we had a phishing
test last week. 8-)

On the other hand, ucnet.universityofcalifornia.edu is (or should be) a
recognized UC site, and drilling down to the candidate statements did
not take long, using the email as a guide.
