[midgard] ISO-8859-2 encoding

Hello,

        I need Midgard to support other language encodings such as ISO 8859-2,
windows-1250 etc., and I'd like to know  when are you planning to
implement that support. 
        I'm interested to work on this "on myself" but I will need some
guidelines.
