It might be that you are using the original 1.2.5 version
which had a bug with this. There is a patch on Midgard's
download page and the RPMs have been updated.

This shouldn't be needed. The bug is just that Midgard
doesn't recognize Admin users as valid to create new
person records.

The 'public' boxes are for telling Midgard what
information about the person can be given to
non-authenticated users.
