Let me get this straight: you have changed the User directive in httpd.conf
to 'cat' (and restarted Apache of course), and are trying to run a script
owned by 'cat' which includes a library owned by 'cat', and it complains
about a script being owned by '0' not being able to run?

Either we both are or PHP is. Verify the above scenario and I'll replay it
here to see what I can find out.
