Nope, although making the formats more international
in midgard-php might be a good idea in the long run.
 
However, you can use the Unix timestamp formatted
fields (created, revised, I think they are) instead
of date, and then format them with PHP's date 
formatting functions to look like what you want.

I don't have any example code handy but I can post
something tomorrow if needed.
