This came up recently. The implementation currently only allows you to
place root users in SG0 groups. Which serves little purpose to the access
control system, these users being root, but possible.

The way SG0 works, being in SG0 (as opposed to logging into a initially
SG0 site with a sitegroupname specified) requires root for most anything.
You can't log into SG0 as non-root since it has no name. Only root users
can log into SG0 and stay there. All other must specify a sitegroupname
after the username delimiter.

If you want to administer a certain sitegroup, log in as
admin!sitegroupname. The only reasons I can think of to log in as 'admin*'
are:

- the creation of a new sitegroup (not the hosts/content of the sitegroup)
- a quick peek at all sites
- maintenance of SG0 content
