In general, yes, for users/groups, no. There's a script at
http://www.midgard-project.org/~emiliano/ (I think it's called sg0migrate
but I don't have access right now) that will help you to move existing
content out of SG0, if you haven't added or removed content from the admin
site. Changes are OK, but the script depends on the object IDs of the
admin site content to be the same as the default admin site.

At the moment, you can only make root users member of SG0 groups. I could
remove that restriction but since non-root users are not going to be able
to log into SG0 and stay there, I think the restriction is valid.
Note that I'm not advocating making everyone root. Using sitegroups pretty
much requires that 'production' sites are in a sitegroup other than SG0.
