Well 1700 UTC is just a starting time ;)
If we set it around 2100 UTC, it's 10:00 PM in France, 11:00 PM in Belarus
(hi Alexander ! ;), between 4:00 and 1:00 PM in USA and 8:00 AM in
Australia.
