No. You have a sitegroup with differents hosts and differents
users. The owner of root site is adminitrator, differents
branch have differents groups owner. The idea is that
a user don't waste time changing a page (or whatever) where
he or she have not access. He or she only will know
after apply submit that they have no write-access.
