Please, do not put words in my mouth.

Did I claim PD would work or be managed with RA? No. Per-subscriber prefix for 
RAs is for SLAAC purposes as you very well know.
Did I claim 29.061 carries more specific routes for RIOs? No.
Did I claim RFC4191 is even supported by 3GPP system? No. A GGSN/PGW 
implementation *can* use RFC4191 and put RIOs in RAs if it wishes. The system 
specification does not prohibit doing that. A "pedantic" 3GPP UE would then 
just ignore those options.

If your DHCPv6 server happens to be in GGSN/PGW, you can configure the 
delegated prefix using 29.061 AAA profile and Delegated-IPv6-Prefix attribute - 
as a one option.
