VNY in the 1970s was the busiest general aviation airport in the nation.
It had more than 618,000 annual operations in 1976.  By comparison, LAX was
about half that number.  There were numerous reasons for banning scheduled
flights: noise abatement, safety, runway capacity, neighborhood opposition,
political opposition, and more.

Now, it appears there are some heavyweights pushing for a change at VNY so
some rich or privileged folks can fly out of VNY under a pseudo moniker of
flying on "non-scheduled charter" flights because of some apparently new
FAA regulation definition.  Mental gymnastics aside, the proposed
operations are scheduled when the operator/carrier is advertising to the
public for the sale of individual seats with published flight times with a
specific advertised schedule of departures and arrivals.

Hopefully the FAA does not ignore the right of LAWA to continue enforcing
its ban on scheduled operations at VNY.  But then again, the FAA has been
known to ignore things like the midnight destruction of Chicago's downtown
airport by Mayor Daly.  Yes, some money was paid as a penalty, but it
showed the FAA was selective in its enforcement policies. BKL
