Hi Kim, I might be mistaken, but I think this configuration setting is old and may not be required any longer. We have since added the 'holiday handling' feature which allows users to add organization wide holidays and specify the repayment rule per holiday in the UI. You can see this by selecting 'view' or 'create' holidays from the Admin tab.
Emily can chime in if the setting you are referring to that was in the DB is still required. The feature that Amit is working on is to extend organization wide holidays (the feature you can currently find in the UI) to be office specific (so each branch can have a different holiday schedule than the overall organization). I think that since it will be configured in the UI, it will not affect the configuration work you are doing to move configuration to properties files.
