Hey Andrew, More answers to subsequent questions that I missed when I sent my prior response:

That's an excellent question. The reason for this is because the spreadsheet was specifically to gather information for areas that needed to be configured directly in the DB in v1.0 of Mifos. It was not used for anything that would be configured in the UI. As you know, for v1.1, many of the areas that were configured in the DB directly in v1.0 can now be configured in the UI (additional fields, lookup values, labels, etc). So, the spreadsheet is not strictly non-UI config items only, if you are looking at it from a v1.1 perspective. I think as part of our v1.1 documentation updates, we will probably be modifying this spreadsheet to potentially include ALL configuration items that a Mifos Specialist would need to collect in order to set up Mifos, regardless of whether it is in the UI or not (e.g. adding in loan products, fees, savings products, etc) so that there is one comprehensive place to plan all areas of Mifos that need to be set up prior to data-migration/go-live. We can then indicate which things are done in the UI and which are done in the properties files. But, since we are not yet in the documentation phase, you may have to live without a formal spreadsheet template provided by us that is comprehensive like this. The best way for you to proceed is probably to create your own spreadsheet/chart that calls out any areas in the configuration of Mifos that are not in our spreadsheet. One example of this is the work that Profound Infotech, Mifos Specialist to IIRM in India, has started to post their UI configuration inputs on Mifos.org. They have separate pages for their DB configuration inputs and their UI configuration inputs.
