One clarification:
If we did build this functionality in a way that supported your requirements, 
when would you want the system to validate that the previous loan was paid off? 
 Would you want the system to check before the loan was moved into approved 
state-- and if the previous loan wasn't yet paid off, then give an error?  Or 
would you want the system to check only at time of disbursement?

Checking only at time of disbursement would be too late for MFIs that use 
collection sheets.  But checking at time of approval would probably be OK.  
Would that work for you?
