Hi Jeff,
I don't think this is possible as SEM wants it (i could be wrong).You 
can define periodic fees, and match them with the meeting dates 
frequency, but you have to define an amount and not a % of loan.
perhaps there is a workaround (with some manual calculation)

If i understand your requirement correctly, lets say the loan is $100, 
for 10 installments. So your fee would be $10 and $1 would be added to 
the loan repayment repayment as fee, and you define $1 as a periodic 
fee. This means you manually calculate the fee based on your loan 
amount, and divide it by the number of installments, and then define 
that amount as the periodic fee. Granted this does not sound too 
appealing. (given that most MFIs like to keep things simple) if SEM has 
predefined loan amounts and installments, it will be easier for them to 
define the fee for each loan product and attach those to the loans. But 
if they do not have products with standard loan amounts and 
installments, then it might be painful to calculate the fee for each 
loan. Again this will not be a perfect solution, but something till and 
when the feature gets into mifos.
