Today's conversation on IRC about mailing list partitioning brought up
the issue of this mailing list's name. Van mentioned, "...the original
reason for the functional list was to separate out a place to discuss
the definition of new mifos functionality that was separate from the
technical discussions on the dev list".

I've got an idea, what if we just renamed mifos-functional to
mifos-user? "user" seems to address the nature of most questions posted
to this list. This might also serve as a solution to the partitioning
issues I mentioned here:

New functionality could be discussed on mifos-developer. Having
"current" (maintenance) development discussions alongside "next realease
(new feature) development discussions might also help keep overall Mifos
architecture consistent.
