I spoke with Emily last night and we determined that what is written in the
bug is correct.  That the individual metric is correct and the group one is
not, despite it not matching the spec (The bug in this case may be that the
spec was not updated).

For the sake of the individual monitoring for a GLIM account, we should
follow the same status rules for the Individual Performance Metric.
