I tried reproducing this issue locally with my own test data, but wasn't able
to reproduce the problem.
Scenario tested:
- Create new mifos DB with v1.4 of Mifos
- set custom property ClientRules.CenterHierarchyExists=false
- created 1 group, added 2 clients to this group
- created 11 more groups, but no clients from group 1 appeared in later groups
- created clients in other empty groups, but didn't have any clients appear in
wrong group.
I've emailed Maina requesting a copy of their data and configuration properties.
