CSE: Need to determine proper behavior if running CSE on a previous date that 
is before an account was closed

This is most likely an edge case.  The scenario is that an account may be 
closed (Loan, Savings or client) today, but the collections were not entered 
for that center for the week/month.  What happens if someone tries to enter in 
data for a previous date.  Does Mifos ignore the fact that the account was 
closed and allow the data entry as it was before hte close date, or does it 
merely not allow the person to enter in the information.

I think it should operate like this:
* Mifos ignores the date, sees that the client or loan/savings accounts are 
closed and does not display them on the CSE 
* Mifos does display a warning message stating that one of the accounts (loan, 
savings or client) was closed AFTER the date of entry for the CSE and any 
conflicts should be handled manually.  It should also display the ID number for 
the account.

The case being that the MFI closed the account for some reason before actually 
getting in the last transactions.  At that point, it should be handled through 
the account detail page (reverse transactions, enter in each and then close the 
accounts, etc).
