This is caused by the fact, that TEST ACCOUNT has the following roles:
* Operations Manager
* ADMIN
If you uncheck "Can shut down Mifos" in the Operations Manager role, than you
will not be able to schedule a shutdown.
Is this correct, or should I reopen the issue and fix it?
