FYI, Kay and I verified the DML change adding the new permission is correct...
we main trunk test instance was due to the fact that role 1 was "Operations
Manager", not "Admin"... I think role 1 is generally reserved as the "Admin"
role, so it's unclear how this change happened in the trunk test instance's
database.
I changed the role table data in the hudson_mifos_gazelle_trunk database on
birch.mifos.org so role 1 is "Admin" (for posterity).
