Add Refresh button to new Shutdown page, change current buttons

The new Shutdown page in Mifos currently has two buttons:
Start Shutdown
Cancel Shutdown
Requesting a third button is added to the page called "Refresh". This button
would refresh the page. Currently the Cancel Shutdown button has this behavior
before starting shutdown but this is a little confusing to the user to
understand whether Cancel Shutdown is doing refresh vs. canceling off the page.
Request for buttons:
Start Shutdown - stays as is, except disable the button after being clicked
Cancel Shutdown - is visible but disabled until Start Shutdown is clicked.
Refresh - is visible and always active. When user clicks this button the list
of users and countdown timer are refreshed.
Also, requesting the buttons be moved to appear between the Schedule In field
and the Logged users list since the list of logged users could be quite long
for some deployments.
