Just to be extra sure, I confirmed this issue also still exists today on
http://ci.mifos.org:8104/mifos/
I found a loan that had been approved on Mar 4 but not yet disbursed, so I
disbursed it, setting the disbursal date also to be Mar 4. Then went to edit
the account information and got the usual error message. Note that the error
message shows up on the final submit page, not the preview after the first
submit.
