verified scenarios described above by Sam using 1.4.x revision 16970 on local
instance.
Scenario:
1. created GLIM loan on 16 March
2. moved system date ahead to 26 March
3. disbursed loan on 18 March
4. edited disbursed loan and added external ID
5. No error on submit and external ID value is correctly stored with other
edits.
