The quick workaround is to use images for static indic data in reports. In long
run the iText library need to resolve the issue

to make BIRT able to process indic fonts correctly for PDF generation.
iText is the library used by both BIRT and JasperReports for PDF generation.
iText need to add the logic of ICU for complex font script processing
