This problem is because iText is used to render Unicode fonts. iText has
limited support for non-Latin characters. Indic scripts (such as Kannada and
Tamil) need special support to ensure the rendering respects their ligatures.

One good longer term solution would be to fix this bug in iText - that is, add
support for Indic ligatures.
Once this was done, it would take some time for BIRT, Jasper, and Pentaho to
issue fixes that used the new iText library.
In the short run, there are some automated solutions that are possible, if
automatic production of reports with Indic script is a requirement.
One would be to develop a web service that could convert BIRT ODF format
reports to PDF using the Open Office Java libraries, as noted in the post above.
