I've been able to reproduce this problem in an integration test.
The root cause is that when centers are not used, group searchId's are
generated as 1.x where x={number of groups under branch + 1}. This works fine
as long as you just keep adding groups. But imagine that we have a branch with
2 groups (searchIds 1.1 and 1.2). We transfer the 1.1 group to another branch
and are left with the 1.2 group. Now we create a new group under the branch--
since we now have just 1 group in the branch the searchId for the new group is
1.{1+1} or 1.2. So now we have 2 groups with the same searchId of 1.2
Work on a fix is underway.
