creating fee with rate calculation bug

Steps to reproduce bug
1. login to mifos
2. go to the admin page
3. click on define new fees
4. fill the parameters as necessary (with the exception of amount)
5. set a value for the "Calculate Fee As" and specify the "% of" as loan amount
6. select a gl code
7. click preview
At this point an error will be displayed requesting the amount field to be
filled.
Also when the amount field has a value and the "Calculate Fee As" field has a
value, the result is that the rate is the amount as a percentage of the loan
amount.
I discovered this while writing the DefineNewFees acceptance test
