admin and report storage location on Windows incorrect

When I upload an Admin document or BIRT report on my local 1.5.x instance of
Mifos, I expected the files to be stored in my .mifos directory as shown in the
system info page. Instead the files are stored here:
C:\rGzC\apache-tomcat-6.0.18\bin\Documents and
Settingsjbrewster\.mifos\uploads\adminReport
Expected (as shown on System Info page):
C:\Documents and Settings\jbrewster\.mifos\uploads\adminReport
