What is your setting of the GeneralConfig.UploadStorageDirectory option?
Is this issue fully reproducible?
On the System Info page you have only 'Custom Reports Directory', not the
'Admin Documents Directory'. However, these two directories should differ from
each other only in the last component. Custom reports should be stored in the
.../report directory and admin documents should be stored in the
.../adminReport directory.
