Hide External ID is not working

If you hide the external id, its still showing up when you are trying to create
a loan.
REPRO:
1. Go to Admin -> Define hidden/mandatory fields
2. Select External ID to be hidden, under the System Wide Fields
3. Create a loan for a new client
EXPECTED:
The external id field is not shown
ACTUAL:
External id field appears
