Not all MFI's have reasons to record family information for clients, or as in
the case of KMBI, they are using family information for enrolling family in
insurance.
Family information should be completely optional in mifos, but for the regular
spouse/father field and the family details fields.
To keep it a mandatory field, it should become configurable.
