Get error "Please select the Trained checkbox" when trying to create new client
in 1.5 on demo server

On the demo server with 1.5, repro:
1. Create a new client
2. Continue on no group membership
3. Select EST for branch office
4. Fill out all required information for client, except meeting schedule.
Click on all the remove fee boxes to remove all fees.
5. Click on Submit.
Actual:
Get this error msg - Please select the Trained checkbox
