Unable to adjust savings transactions with zero amount transactions

When trying to adjust a savings transaction and set it to zero, Mifos returns
an error that the user must enter in amount more than zero.
REPRO:
1. find a savings account with a recent deposit
2. Click on "Apply Adjustment"
3. Enter in 0 for the amount and a note
4. Click submit
EXPECTED: You can adjust the transaction to be zero
ACTUAL: Mifos returns an error stating that the transaction needs to be more
than zero.
This is broken as if the user mis-enters in a deposit, they need to reverse it.
Note: The way adjustments work on loans and savings is different. Why don't we
just negate the entry for savings just like we do on loans? Why aren't these
standard?
