Make all text and links in Mifos application the same size

Currently not all of the text is the same size in Mifos. During the revamping
of the UI in Mifos, it would probably make sense to try and standardize the
text size and only change the size when it makes sense (section titles, etc).
The most obvious issue that stood out for me is the links in the Transaction
box for savings and loan accounts, its got a size of 8pt. Kind of small,
should be the same size as the rest of the standard text on the page.
