Should client accounts "on hold" appear in collection sheet entry?

Currently on hold client accounts still appearing in the collection sheet and
have boxes trying to collect deposits for savings (haven't checked with
savings).
Question - Is this the right functionality or should on hold remove it from the
collection sheet entry?
the next question to follow-up on this is should any transactions be allowed on
loan and savings accounts if the client account is on hold?
