Issue Type: Improvement (was: Bug)
This is working as planned. Even if a client is "on hold"-- you should still
be able to collect money from them. That's never a bad thing!
Also-- we never implemented any functionality around "on hold"-- ie, to prevent
certain behaviors-- like disbursing loans, etc. If we want to add anything
around this-- it would be an improvement-- so reclassifying.
Kay can determine how this should work later.
