Branch office tree - parent folder checkbox doesn't react to children being
unchecked

To support Branch level holidays, a new ext tree control is now available on
the define holiday page. If user clicks on the parent checkbox, all children
are checked as expected. However, two cases show up when children are
unchecked:
1 - if one of four children offices are unchecked, the parent office still
shows checked. Expected a shaded box to show partial sublist. On attached
screenshot, see office "Chennai Region".
2 - if all children are unchecked, expected parent office to be also unchecked.
