Ability to select or see a client picture disabled in jsp's which create, edit
& preview client details.
Can see 'See Photo' if one already exists.
'Photo' can still be set as mandatory in the "Admin/Define mandatory/hidden
fields" page but the setting has no effect (& doesn't cause problems).
