Summary->ActiveBorrowers is active clients with active loans.
Summary->OnHold is on hold clients with or without active loans.
StaffSummary->ActiveBorrowers is active *or* on hold clients with active loans.
Because the Summary->OnHold includes clients without active loans, the total of
Summary->ActiveBorrowers + Summary->OnHold may differ from
StaffSummary->ActiveBorrowers.
