Newly installed instance of 1.6.x has 5 standard reports. All reports can be
launched except Detailed Aging PAR report, which encounters a permission error.
steps:
1. downloaded latest 1.6.x zip package that includes sql install scripts
2. create new DB, install schema, data
3. start Mifos
4. Go to reports tab, click on Detailed Aging PAR report.
expected result: parameters window
actual result: permission error
