After some investigation here is my input on this problem.
When 1.6.x is deployed on an existing Mifos database then you will not see
permission.
For new database there is permission error with Detail Aging Report, but
uploading again(i.e. editing) the same report fixes the permission error.
Other info:
I tried to debug this issue to find problem, but in debug mode with new
database I wasn't able to reproduce this error. I have the upgrade sql written
at the very last of the latest_data.sql to make is easier to identify any
problem with the add permissions and reports. Even rewrote the AddReport
Upgrade type as there was problems with permission associated with newly added
report.
