we tried reproducing again on the LSIM test server running the latest code and
could not. I looked back through the history of the code where I suspect the
bug was, and it looks like that section was entirely replaced around 2 months
ago with the moratorium feature. So, I'll close the bug as "cannot reproduce"
and assume it is fixed in the latest version, unless we see it happen again
with the new version.
